Small cap stocks via the Russell 2000 IWM etf have yet to show better relative and absolute strength before possibly breaking out and taking a leading leg higher. Moreover, small caps typically don’t outperform unless we are in a very strong economy that is getting stronger (currently not the case in our view). Watch Serge’s short video.
